The Best and Easiest way is to download the .p3t file through your PS3's browser. The Other Way is that you can also download them and put them on a thumb drive or memory stick.
If you use a medium to put them onto your PS3 simply put them in
(DriveLetter):/PS3/THEME
Capitalization counts. Once you've done that go ahead and put your medium into your PS3. Go to settings then theme.
